The Criminal World: Its Сoncept and Structure
Developing the concept of the criminal world is a highly relevant criminological task. Dealing with this task, it is important to take into account, firstly, the criminal tends, secondly, the correlation with the theory of the criminal personality, and thirdly, the opportunities for the criminals to influence the criminological situation. As a result, the following definition of the criminal world is put forward by the authors: it is malicious and especially malicious criminals, members of criminal organizations and groups whose activities are connected with general, economic, office-related, political and transnational organized crime. Correspondingly, the following varieties of the criminal world are singled out: economic, office-related, political, transnational, which make up its structure. Although each of them has its own specific characteristics, they share some common features. Corruption is the means that unites the interests of the abovementioned groups. It is corruption that determines the desire of the criminal world to substitute the state and exploit the state’s functions for its own benefit. The political criminal world is also characterized by an ideological bias. An objective assessment of the activities of different varieties of the criminal world requires additional lawmaking and law enforcement measures: the Federal Law “On Counteracting Organized Crime” and, simultaneously, the establishment of the Federal Service on counteracting organized crime and corruption; the development and implementation of a target complex program on counteracting the manifestations of extremism in places of confinement. Currently, Russian criminal policy should ensure the achievement of the key goal — the strengthening of the state.
