Ideologi Pemerintah Daerah DIY atas Permasalahan Sampah di DIY: Analisis Wacana Kritis

The closure of the Piyungan landfill in July 2023 intensified Yogyakarta’s waste management crisis, prompting critical scrutiny of governmental communication strategies. This study employs critical discourse analysis to dissect linguistic and ideological elements within the DIY Regional Secretary’s public statement addressing the crisis. Using qualitative methods, data were drawn from a CNN Indonesia YouTube video (“Yogyakarta Darurat Sampah,” August 5, 2023), transcribed and analyzed through transitivity, discourse practice, and ideological practice frameworks. Findings reveal six transitivity processes, with material processes (e.g., “managing,” “collaborating”) dominating the statement, emphasizing actionable governance. Discourse practices highlight recurring themes: systemic waste management failures, intergovernmental collaboration, urgency in crisis response, and appeals for public accountability. Ideologically, the statement frames the landfill closure as an unavoidable adaptation, positioning the government as both a decisive leader and ethical exemplar in waste mitigation. Concurrently, it implicitly shifts responsibility to citizens by advocating stricter waste-sorting discipline. The analysis underscores a strategic narrative that legitimizes policy decisions while fostering public compliance through discursive emphasis on collective duty. These findings illuminate how bureaucratic discourse naturalizes structural challenges, offering insights into the interplay of language, power, and environmental governance in crisis contexts.
