DEMOGRAPHIC FACTOR OF THE DEVELOPMENT OF NATIONAL SYSTEMS OF SOCIAL INSURANCE
The scientific article presents the findings of a study examining the relationship between demographic factors and the development of national social insurance systems in the Russian Federation. The relevance of this topic stems from the crucial role played by social insurance systems in the state’s social policy, which provides support and payments to citizens who temporarily lose their ability to work, as well as to other vulnerable groups. The effectiveness and sustainability of these systems are significantly influenced by demographic trends impacting contemporary Russian society. This article explores the key functions of national social insurance systems and highlights the advantages of utilizing social insurance mechanisms over direct budget financing in the context of social policy implementation. It also analyzes the performance of the Social Insurance Fund (SIF) and identifies challenges faced in its operations. Special attention is given to examining how demographic factors contribute to the emergence and exacerbation of these issues. The degree of impact that demographic changes have on the future development of national social insurance systems in Russia is ultimately assessed.
