ANALYSIS OF LOGISTICS RISKS IN TRANSPORTATION OF IMPORTED BULK CARGO BY A TRANSPORT COMPANY THROUGH CUSTOMS TERMINALS AND PLACES OF NON-GENERAL USE
The purpose of the article is to identify logistics risks and provide recommendations that arise during transport and forwarding services for imported shipments of ferrous waste by rail or road. The article examines the transportation of slag from steelmaking and rolling mills from a metallurgical plant in Moldova to a ferroalloy plant in Ukraine. Logistics risks arise during customs clearance of cargo at the border at the checkpoint on the territory of Ukraine and during customs clearance of goods at the destination of the cargo when releasing goods for free circulation. Recommendations are provided to reduce the consignee's costs associated with the downtime of rolling stock during customs and other procedures in places of non-general use. Methods. Comprehensive analysis of the joint technology of work of railway transport with customs authorities, analytical modeling of the transportation process, act-claim work of the consignee with state authorities. Results. It was established that during the import transportation of iron-containing waste, at the checkpoint on the state border of Ukraine and during customs clearance of the cargo at the destination by the consignee, logistical risks associated with additional delay of vehicles may appear. These include risks associated with: affixing the seal “Control at the place of receipt” on the transport document at the checkpoint on the customs territory of Ukraine by inspectors of the State Environmental Inspection; with the arrival of the cargo at the station on weekends or holidays during which the customs office is closed or works in a personal mode; with the requirements of the customs office to conduct research to confirm the indicators specified in the certificate of conformity of the goods issued by the consignor; establishing additional characteristics of the cargo; confirmation of the scope of the TN FEA; with customs clearance of the goods in order to increase customs payments. Scientific novelty. The article first identifies and combines the logistical risks that arise during transport, forwarding and customs clearance of imported cargo and provides recommendations for their reduction and conducting act and claim work to reduce the costs of consignees. Recommendations are provided for consignees, based on which documents it is possible to attribute the costs associated with additional downtime of vehicles to customs authorities. Practical significance. The results obtained can be used in freight forwarding services for imported goods and in document and claim work with the railway and customs authorities
