On the Question of the Relationship Between Constitutional Legal Understanding and Constitutional Law Enforcement
The article discusses the transformation of the understanding of constitutional law enforcement in Russia in the context of the transition to a new stage of constitutional development. Rethinking the essence of constitutional law enforcement is associated with the need to resolve legal, political and ideological conflicts. The present study suggests the use of rational methodological approaches to clarify traditional humanitarian concepts of constitutional law enforcement based on a natural understanding of law. The concept of constitutional law enforcement is given, which leads to an understanding of the process of applying constitutional norms. The main approaches to constitutional legal understanding and constitutional legal awareness are also analyzed. It is determined that in the process of applying constitutional norms, constitutional legal understanding is a structural component of constitutional law enforcement, since in the process of applying these norms, the subjects of the studied legal acts necessary to resolve a particular case are legally understood.
