Does the Employer and the Rector Apply the Law? The Content of the Concept of "Law Enforcement"
In the 1950s, the Russian science of the theory of law developed a common understanding of the concept of "application of law". The acts of applying the law were the orders of the employer and the rector in Soviet times. Today, the content of the concept of "application of law", developed in Soviet times, is shared by most scientists. Currently, changes in legislation are such that there is no reason to assert the application of the law by the rector or the employer. In modern science, approaches to the content of the concept of "application of law" have been revived, which were rejected in the 1950s.
