LABOR MARKET: NEW CHALLENGES IN ENSURING THE ENTERPRISE’S PERSONNEL SECURITY

Covid-19 and subsequent military aggression have provoked an imbalance in the labor market of Ukraine. It is wrong to make changes in the management of the enterprise based solely on the current situation. A holistic vision is needed, which involves clarifying the basic principles of the functioning of the labor market, in particular by studying the content of the components in the form of the concepts of “market” and “labor”, and taking into account the significance of the impact of industrial revolutions. The results obtained allowed us to prove the importance of reorienting security activities within the enterprise from eliminating the consequences of the implementation of threats to a thorough study of changes in the nature of the relationship between the employer and employees. The purpose of the article is to consistently consider such concepts as “market”, “labor” and “labor market” and to clarify the aspects of the implementation of industrial revolutions, which together determine new challenges in ensuring the personnel security of the enterprise. To form the theoretical foundations of the development of the enterprise’s security activities, the following methods were used: induction and deduction, comparison and systematization – when studying the essential characteristics of the terms “market”, “labor” and “labor market”; synthesis and analysis – to clarify the changing nature of the relationship between labor market participants under the influence of the implementation of each subsequent industrial revolution; morphological analysis - to clarify the list of key challenges that are relevant in the current situation and require a timely and adequate response within the framework of the enterprise’s security activities; graphic – for a visual presentation of theoretical and methodological material; abstract-logical – for theoretical generalizations and conclusions of the study. The implementation of current tasks to replenish the workforce due to losses due to refugees, internally displaced persons and mobilized personnel must be synchronized with the strategic vision of the importance of the formation and development of human capital. The post-war economic recovery will be accompanied by an influx of foreign investment, which will make it possible to reduce the technological lag, but obtaining a positive result at the enterprise level will be determined by the quality of the workforce. The list of key challenges provoked by changes in the labor market includes: dynamic changes in the labor market situation; lack of balance between the interests of the employee and the employer; the need to compete by constantly improving the tools; ensuring the effectiveness of investing in human capital. It is substantiated that the identified challenges are only part of a larger array, but the response to them by security entities should ensure the implementation of preventive measures in order to prevent the emergence and development of threats to the personnel security of the enterprise.
