The Soviet-Japanese armed conflict near the Khalkhin Gol River (May–September 1939): a diplomatic aspect
The article examines the diplomatic aspect of the Soviet-Japanese military conflict on the territory of the Mongolian People's Republic (MPR) in May – September 1939. The reasons for writing the article were the 85th anniversary of this event and its insufficient coverage in the national literature. It is noted that the reason for the outbreak of the military conflict was the unresolved border between the People's Republic of China and the puppet state of Manchukuo created by the Japanese in the occupied Northeastern part of the Re public of China in 1932. The true causes of the conflict were much deeper, it was an attempt to include the MNR in the sphere of Japanese influence, create another puppet state and another springboard for the war against the USSR. It is noted that the conflict began with provocations on the Mongolian-Manchurian border in May 1939 and ended with the complete defeat of the Japanese-Manchurian troops on August 29, 1939. It is emphasized that Soviet diplomacy tried to prevent this conflict, but unsuccessfully, that after the defeat the Japanese side was forced to sit down at the negotiating table. According to the available documents, the Soviet-Japanese negotiation process continued with varying degrees of intensity from September 14, 1939 to June 9, 1940. On the Soviet side, negotiations were conducted by the People's Commissar for Foreign Affairs V. M. Molotov, on the Japanese side by the Japanese Ambassador to the USSR S. Togo. During the first round of negotiations on September 14–15, 1939, an agreement was reached on the cessation of hostilities from September 16 and on the creation of a mixed Soviet-Mongolian–Japanese-Manchurian commission to demarcate the border between the People's Republic of China and Manchukuo in the conflict zone. It is noted that the joint commission was unable to resolve the border issue. It is emphasized that the final decision on the demarcation of the border between the MPR and Manchukuo in the conflict zone was reached during the second round of negotiations between Molotov and Togo in the period from May 23 to June 9, 1940. The documents show that Molotov fiercely defended the interests of the MNR, and that, despite the military defeat, he tried to bargain for the most favorable terms for his satellite. It is noted that both sides made certain concessions to resolve the border issue, which was due to the need to negotiate on other, more important issues of Soviet-Japanese relations.
