Legislative activity of the government in the field of resettlement policy in the 80s–90s of the XIX century

The article presents the main legislative initiatives of the 80–90s of the XIX century, identifies controversial issues, and describes the management system of the resettlement business. The directions of de velopment of resettlement policy at the level of government bodies are indicated, the debatable positions of different political parties on the issue of creating infrastructure for resettlement and its formation at the re gional level are determined. The paper describes discussion platforms at both the governmental and sociopolitical levels, and reasonably identifies problematic issues that hindered the development of the project. The potentials of each opinion on the part of the government on the settlement of the resettlement issue are re vealed, the dynamics and tendency of decision-making or their absence are determined. The infrastructural policy of the state at the government level on the resettlement issue is described, legislative initiatives are out lined and indicated, indicating both positive and negative aspects in terms of their implementation. The article reveals the main mechanisms for managing migration flows using financial approaches, the specifics of the re gional management system, and provides an analysis of opinions and judgments of the government's political circles on how to develop and which way to go in the context of implementing resettlement policy. The article considers the legislative activity of the state as a factor of increased interest in the resettle ment project, as a tool for shaping a new stage of domestic policy and solving acute socio-economic problems in the country. The paper presents the main state and socio-political figures who played the most important and prominent role in the implementation of the resettlement project, as well as were imperial experts. The article is a systematization of scientific materials of published, unpublished and new scientific approaches to the stated topic. В статье представлены основные законодательные инициативы 80–90-х гг. XIX в., определены спорные моменты, а также охарактеризована система управления переселенческим делом. Указаны направления развития переселенческой политики на уровне правительственных органов, определены дискуссионные позиции разных политических сторон по вопросу создания инфраструктуры переселенческим делом и формирования ее на региональном уровне. В работе охарактеризованы дискуссионные площадки как на правительственном, так на общественно-политическом уровне, аргументированно определены проблемные моменты, которые сдерживали развитие проекта. Раскрыты потенциалы каждого мнения со стороны правительства по решению переселенческого вопроса, определена динамика и тенденция принятия решений или их отсутствия. Охарактеризована инфраструктурная политика государства на уровне правительства по переселенческому вопросу, прописаны и указаны законодательные инициативы с указанием как положительных, так и отрицательных моментов в плане их реализации. В статье раскрыты основные механизмы управления переселенческими потоками с помощью финансовых подходов, особенностей региональной системы управления, представлен анализ мнений, суждений политических кругов правительства, как развивать и каким путем идти в контексте реализации переселенческой политики. Рассмотрена законодательная деятельность государства как фактор возросшего интереса к переселенческому проекту, как инструменту формирования нового этапа внутренней политики и решения острых социально-экономических проблем в стране. В работе представлены основные государственные и общественно-политические деятели, которые сыграли наиболее важную и яркую роль в реализации переселенческого проекта, а также были имперскими экспертами. Статья представляет собой систематизацию научных материалов опубликованных, неопубликованных и новых научных подходов к заявленной теме.
