External Affairs of the Provinces of the Republic of South Africa (on the Example of the Province of the Western Cape)

The relevance of the proposed topic is determined by the significant increase in the role of subnational actors (federated entities, territorial autonomies, unrecognised states, etc.) in the international arena. The article is aimed at defining the legal basis of paradiplomacy of the South African provinces and analyzing the main directions and results of their foreign relations on the example of the province of the Western Cape. The subject of the study is the paradiplomacy of the provinces of the Republic of South Africa. The authors conclude that South African provincial external relations is one of the least effective policies of the South African provinces due to the lack of a relevant normative framework. The absenсe of a clear deline ation of powers for external relations between the federal centre and the provinces does not allow the provinces to successfully and effectively develop their external relations policies. The Western Cape has been the most successful in the area of paradiplomacy, with its active engagement in the foreign policy and foreign economic tracks enablingit to attract a large number of foreign partners and investors. On some controversial issues, the provincial authorities have gone against the Pretoria line, which shows the Western Cape's considerable authority within South Africa and its desire for greater independence in international affairs. The results of the article may have practical and scientific applications. The scientific one is related to the fact that in domestic historiography the foreign relations of the provinces of the Republic of South Africa have been little investigated, although their study is of great scientific and practical interest. Practical value lies in the assumption that the experience of paradiplomacy of the South African provinces can be successfully applied to improve the effectiveness of external relations of the subjects of the Russian Federation.

Abstract

Practical value lies in the assumption that the experience of paradiplomacy of the South African provinces can be successfully applied to improve the effectiveness of external relations of the subjects of the Russian Federation.
