ASPECTS OF THE TRANSITION TO A DIGITAL ECONOMY IN AGRICULTURE AND RURAL AREAS

In the context of digitalization of the economy of agrarian formations, the differentiation of rural areas is intensifying, primarily in terms of the ability of individual rural areas to ensure a certain level of socio-economic development, including professional growth for the population living in these areas. Research in the Republic of Tatarstan shows that there is a redistribution of the population in favor of large cities, so the population of Kazan has increased by 10.6% over the past decade, the population of Naberezhnye Chelny - by 4.6%. The rural population has been declining, and rural settlements are becoming depopulated. This is the result of the identified ambiguous processes: highly concentrated, point-localized labor-intensive production stimulates the development of large integrated forms of management; the development of medium and small forms of entrepreneurship is focused on spatially differentiated settlement structures; digitalization, by its nature, allows for the management of processes in rural areas at a distance. The way out of this situation is the balanced development of rural areas, including the quantitative preservation of the network of rural settlements with its qualitative improvement, the activation of production and economic processes in territorial systems by placing branches of large enterprises in them, accelerating housing construction, creating a developed internal infrastructure and other measures. Movement within the framework of these directions creates the prerequisites for the most complete realization of the socio-economic potential of rural areas and the containment of migration processes. The transition to a digital economy in agriculture and in rural areas should be carried out through a set of control actions used in the country's socio-economic development management system, including design, planning, a system of economic levers and incentives, legal means, as well as information support.
