AS POLÍTICAS PÚBLICAS DE COMBATE A FOME NA AMÉRICA LATINA E NO CARIBE DURANTE O PERÍODO DE 2010 A 2020

This work is part of the bibliographic review developed in the thesis in 2023, with the objective of presenting the theoretical elements that guided the research on public policies to combat hunger during the period from 2010 to 2020. The relationship between practice and needs met by public policies to combat hunger can be understood from two perspectives. The first involves finding their economic, political, and ideological meaning and the specificity of these relationships in specific societies. The second concerns the capacity of practices to modify specific conditions, that is, it refers to discussions about their characteristics and effects in combating hunger, whether or not they meet the needs of specific populations. From this last point of view, the theme of the evaluation gains relevance, on the one hand, associated with the possibility and need for interventions capable of modifying certain conditions and, on the other hand, given that the verification of the difficulties faced in many other contexts addresses the change in the outcomes involving public policy. In this approach, issues related to food costs, social and economic inequality, as well as access to public goods and services, social well-being, culture, sustainability, the environment and public health appear.
