Under the international contracts, Mongolian Constitution, laws, and regula-tions, police standard operation procedures is issued by National Police Agency to make up thelegal framework for the police.As a result of both government and police officials always want to develop police le-gal regulations, some police documents and regulations have been made in recent years. Forinstance, based on the Mongolian Millennium Development intention, National DevelopmentStrategy was emerged so far. Moreover, Police Development Program and Strategic objectivesof the Action Plan can be mentioned.This paper (speech or report) is dedicated how to improve police regulations such asStandard Operation Procedures and its code, content, importance, requirements, and adoptingforeign practice because comprehensive SOPs have many important functions in law enforce-ment and state agencies.
