The Activity of City Self-Government During the First World War (Based on Materials Tashkent City Duma 1914—1916)
The article is devoted to the study of the regional experience of city self-government bodies in the conditions of military mobilization of the Russian Empire at the initial stage of the First World War. Special attention is paid to the analysis of the causes and consequences caused by the extreme conditions of wartime that affected the urban economy, as well as to the study of the economic and social problems faced by the city government on the example of the capital city of the Turkestan region — Tashkent. The author also examines in detail the measures taken by the Tashkent City Duma to address these problems, including initiatives to maintain public order, improve the supply of food and fuel, and provide assistance to the population experiencing a crisis during the war. The research is based on a corpus of sources, some of which are being introduced into scientific circulation for the first time.
