The article is devoted to some issues of penitentiary policy of the Statesduring its reformation. The author gives a short analysis, characteristics and statistics,devoted to the problem of the research. Criminal (prisonous) subculture has stronglyentered into lives not only of convicted persons but also of ordinary citizens. For solv-ing this problem, it is necessary not only active steps of law enforcement, but alsoharmonious, joint actions of the state and public institutions.
