Response Mechanism and Effectiveness of Local Government Social Media on Online Public Opinion
In the context of digital governance and gender justice, local governments' social media responses to public opinion are faced with a double test of mechanism and effectiveness. Taking domestic violence incidents as an entry point, this study focuses on the vertical matrix of government accounts at the provincial, municipal and district levels on the microblogging platform, and combines communication and feminist theories to construct a three-tiered analytical framework of “strategy input-mechanism operation-effect output”, which deconstructs the logic of the mechanism and effectiveness of public opinion response. Through text analysis and sentiment calculation, it is found that local governments have not paid attention to the details of the public opinion response mechanism, but generally perform well in the effect of public opinion response. Based on this, this paper suggests that, in terms of response mechanism, the micro level should improve the behavior of active response and positive interaction in the dimension of “timeliness and effectiveness”, and the macro level can cooperate with the departments and optimize the strategy with the help of technology. At the effect level, this paper proposes to construct institutional trust, and in practice, it proposes to introduce a multimodal emotion calculation model to recognize emotions and generate a dynamic response strategy library.
