The analysis of the creation and development of the State program "Digital Economy" is given, the thesis of the active involvement of information resources and systems in economic turnover is substantiated. The concept of the market value of information resources and systems created at the expense of the state is presented. A methodology for the cost and rental of personal data of citizens of the Russian Federation and the United States has been developed and tested. The article provides a model for calculating the market value of a citizen's digital profile. The author's conceptual proposal for the creation of an information system, namely the unified spatial cadastre of Russia. Modern interpretations of the concepts of land management and land use are given.
