How can the work task force help modernize the governance of urban villages? --Analysis based on social capital theory
The construction of new urbanisation is an important part of socialist modernisation with Chinese characteristics, and the modernised governance of urban villages is an important part of new urbanisation. At present, as a special space in the process of urbanisation, urban villages are faced with complex social issues and governance problems, and the promotion of modern governance is often faced with the problem of residents' lack of understanding and support, making grassroots work difficult, which profoundly affects the modern governance and efficient development of cities. How to do the ideological work of the residents and reach a consensus with them in terms of consciousness and action has become an important task in the modernisation of urban village governance. Based on the theory of social capital, this study explores the operation mechanism and effectiveness of working groups in the modernised governance of urban villages. Taking Community H of Xiamen City as a case study, the article combines field surveys and interviews to analyse how the working group makes full use of the elements of social capital, such as trust, relationship and reciprocity, to promote the smooth progress of modern governance in urban villages in the field of ‘acquaintance society’, which significantly improves the execution power and responsiveness of grass-roots governance. The paper summarises the operation mechanism of the task force in promoting grass-roots governance from the perspective of social capital and further develops the operation model of the task force, in the hope of providing insights and ideas for the effectiveness of grassroots governance.
