On Approaches to Poverty Measurement in the Republic of Kazakhstan
Living standards are determined by the composition and dynamics of monetary income and expenditures of the country's citizens. It is known that the level of income is not the only factor of poverty, as poverty is revealed not only in the lack of means of subsistence. The choice of factors can lead to different quantitative estimates of the share of poor citizens in the country. The decile distribution of disposable resources and consumption expenditures of different groups of Kazakhstan society is calculated and given. The problem of methodological accounting of poverty in order to adjust the share of poor population in the country is considered. The growth of the number of poor people in the country will require changes in socio-economic policy in the direction of improving the living standards of people in the «risk zone».
