Construction and application of charging model for compulsory classification and disposal of urban domestic waste in Hunan province

This paper focuses on the construction of the charging system and guarantee mechanism for mandatory classification and treatment of urban household garbage, aiming at solving the realistic problems of China's urban household garbage classification charging system in terms of accounting and management. Aiming at the problems of unreasonable pricing standards and imperfect management mechanism in China's garbage charging system, this paper proposes solutions from two aspects, namely, framework system construction and pricing model, based on multidisciplinary theories such as ecological economics, environmental management, and combining with the status quo of domestic and international garbage classification charging. The research mainly includes the design of institutional framework and the construction of pricing model. The innovation lies in the cutting-edge of academic thinking, novelty of viewpoints and creativity of results, i.e., to promote the construction of the municipal garbage classification and disposal charging system in a “phased, hierarchical and targeted” manner. The construction of this system is conducive to improving the theoretical system of garbage classification and charging, promoting the transformation of garbage management, accelerating the introduction of relevant policies, improving the quality of life of residents, and promoting the sustainable development of social economy.
