DISCIPLINE IS THE BASIS OF LEGALITY IN CONDITIONS OF LEGAL UNCERTAINTY

This article describes the categories of «compliance» and «discipline» in relation to the categories of «legality» and «law and order». The correlation of the categories «compliance» and «legality», «discipline» and «legality» is established. The authors have made an attempt to evaluate the criteria of legality in conditions of legal uncertainty, when it is impossible to reliably use the criterion of legality in official, labor, state and other relations. Assessment of «compliance» as a universal general legal concept, a legal phenomenon and the role of «discipline» in the life of society.
