MONITORING AND CONTROL AS A SINGLE PHASE OF PROJECT MANAGEMENT
The article reveals theoretical and methodological approaches to the study of monitoring and control as a single "verifying" monitoring and control activity (MCD) in the general cycle of project management. It is noted that this "verifying" management function is characterized by two types – subject-oriented and object-oriented. The first functional type is mainly related to monitoring the work of specific groups of people (project participants), the second is monitoring studies of the projected ecosystems. The content of a number of concepts reflecting "checking" functions similar to MCD is discussed.: statistical accounting, mentoring, verification and validation. When disclosing the methodological principles of MCD, the main emphasis is on cyclic iteration and subsequent correction in project management. Control methods are classified according to their various levels and frequency of execution. The algorithm of monitoring research is described using the example of a specific reservoir in the Terek River delta. It is emphasized that the most important practical task of the ICM is to raise awareness among the population and responsible decision makers on the implementation of socially and environmentally significant projects. Ultimately, MCD provides an improvement in a manufactured or updated product (products, services, production or environmental system), which in principle determines the main goal of project management. Therefore, managers at all levels should ensure that strict monitoring and control of project execution is part of the company's culture or a larger spatial socio-economic and ecological system.
