The article describes the specifics of the position of the Chinese national minority in Southeast Asia, defined by historical retrospect and geostrategic conjuncture of the development of regional international relations in the ASEAN countries and related regions where the interests of Huaqiao were represented at the beginning of the 21st century: in the South Pacific region, in the regions of Eastern and Equatorial Africa. The Chinese community has unique opportunities to influence all processes in the region. A study based on reputable sources makes it possible to trace the specifics of the Huqiao organization, making critical decisions that are key to the national minority. A detailed discourse of the methods of the new management system of enterprises and cultural and managerial institutions and institutions regulating the national minority is given. The article describes the ability of the ASEAN Chinese to accept the fact of mistakes and avoid the terrible consequences of 1997-1998 in the first quarter of the 21st century. The specifics of the expansion of the capital of the Chinese community of Southeast Asia into neighboring regions are reflected: cooperation, competition, innovative solutions in the framework of interaction with Chinese capital from the People's Republic of China, Hua Qiao of the South Pacific region and others. This proves the thesis of an independent huaqiao player of the ASEAN countries, their independence from Beijing, as a factor in the system of international relations of the twentieth and early twenty-first centuries.
