Public Policies for Internationalization of Micro and Small Companies in Brazil

Public policies play a critical role in the internationalization of micro and small enterprises (MSEs) in emerging economies, shaping their global competitiveness and fostering sustainable economic growth. This study examines the perceived effectiveness of Brazilian public policies in supporting the internationalization of Micro and Small Enterprises (MSEs), drawing on empirical evidence from five Santa Catarina-based companies. The methodology combines a detailed examination of Santa Catarina-based companies’ experiences, comparative regional analysis, and a review of literature on key programs such as the National Export Culture Plan (NECP) and the Plano Brasil Maior (PBM). Key findings reveal that despite existing support programs, many MSEs still encounter significant barriers to entering international markets, primarily due to insufficient policy dissemination and accessibility. While some firms adopt exports as their core internationalization strategy to explore new markets, others prioritize imports to reduce costs and diversify suppliers. The study underscores the need for enhanced policy outreach and simplification, as well as the pivotal role of support institutions (SEBRAE and APEX Brasil) in equipping MSEs with the skills and resources needed for sustainable, competitive global expansion. Recommendations include tailoring policies to regional contexts and integrating continuous feedback mechanisms to amplify their impact. By addressing these gaps, MSE internationalization can become a stronger driver of local economic development, aligning with the UN Sustainable Development Goals.
