THE ROLE OF DIGITAL COMMUNICATIONS IN PROFESSIONAL DEVELOPMENT OF MUNICIPAL EMPLOYEES

This article deals with the issues related to the study of the impact of digital communications on the professional qualification level of municipal employees. It is noted that the increasing requirements for mastering the skills of using digital technologies by specialists in the system of municipal management form new tasks and ways of their realization. Based on the analysis of theoretical sources, the list of key digital communications used in the system of professional development of municipal servants has been studied and defined, including: video conferencing platforms, collaborative work platforms, educational platforms, file sharing, and learning management platforms. In addition, the article presents the results of a survey of municipal employees of the Administration of the Agidel City District of the Republic of Bashkortostan about their current level of professional development, use of digital tools and needs for further mastering of digital technologies. The analysis revealed the factors that hinder the introduction of digitalization elements in the training processes of municipal employees, in particular, limited resources and low motivation to master advanced digital technologies, as well as proposed recommendations for the integration of digital communications in the process of professional development of specialists. It is established that one of the promising directions is the creation of a unified digital environment for interaction between the authorities, municipal employees and citizens. This will not only improve coordination between different structures, but also increase the transparency of management processes, facilitate citizens' access to public services and improve feedback. In such an environment, employees will be able to share experience, learn from best practices and quickly respond to challenges. Summarizing the results of the study, it was noted that the digitalization of the system of professional development of municipal employees is an integral element of the overall strategy of modernization of municipal governance and should be a priority in the activities of local self-governance bodies.
