Research on the Site Selection and Allocation of Emergency Shelters Considering Psychological Pain
A rapid and precise supply and distribution plan for emergency supplies is key to safeguard the lives of the populace during large-scale emergency rescue operations. However, it faces conflicts between the psychological impact on disaster victims and economic. Based on this, a four-level emergency supply chain network, including central reserves stockpiles, local reserves stockpiles, emergency shelters, and disaster-stricken areas, is studied to address the issues of emergency material distribution and personnel allocation under multimodal transport. Specifically, a multi-objective optimization model is established to minimize related costs, including logistics costs, psychological costs, and penalty costs. Furthermore, an improved NSGA-II algorithm is designed to solve the model, resulting in emergency logistics operation plans for responding to sudden disasters. Finally, a case study is conducted using 18 disaster-stricken points in the Shigatse region of Tibet during the 8.1 magnitude earthquake in Nepal in 2015. While considering the psychological suffering of disaster victims, the results indicate that the model and algorithm can address the issues of shelter site selection and material transportation, and provide a modeling tool for actual emergency supply chain operations.
