THEORETICAL AND METHODOLOGICAL FOUNDATIONS OF DECISION-MAKING IN THE DEVELOPMENT OF THE MANAGEMENT SYSTEM OF A HEALTH CARE INSTITUTION

The article studies the theoretical and methodological foundations of decision-making in the development of the management system of a health care institution. The relevance of the topic of the study is due to the fact that in modern conditions of functioning , the level of development of the health care sector, the quality and availability of medical services are one of the key indicators of sustainable development of society and the country as a whole. In the conditions of Ukraine, the development of the medical sector, its reform, bringing it to international norms and standards is a task that is solved at the level of formation and implementation of state policy in the social and medical spheres. However, Such reform, change of both organizational forms of functioning and the very approaches to the organization and implementation of work on the provision of medical services actualizes the issue of appropriate changes in the management system of health care institutions, its mechanisms, methods of management in order to meet the requirements of the time, the restructuring of medical institutions themselves and the need to increase the efficiency of their functioning. The article is aimed at studying the theoretical and methodological foundations of decision-making in the development of the management system of a health care institution. The methodological basis of the study was the methods of analysis and synthesis, observation, comparison; system approach, process, complex, functional, logical-dialectical scientific approaches. The scientific results obtained consist in determining the purpose of decision-making in the management system of health care institutions, which is to ensure the impact on the management system, its development and ensuring the practical implementation of the decisions made in accordance with the defined goals. The main conditions that affect the effectiveness of managerial decision-making have been identified, including: the use of methods of analysis and evaluation of information with economic analysis, forecasting, modeling; application of scientific approaches, principles to the development of managerial decisions; structuring a problem that needs to be solved and studied and taken into account alternatives; formation of an effective mechanism for the implementation of managerial decisions; motivating employees to effectively implement management decisions, implementing effective systems for monitoring their implementation and monitoring the results obtained. Prospects for further research are the expediency of continuing to consider the theoretical and methodological foundations of managerial decision-making, since they are important integral elements in the management system of a health care institution, analyzing and exploring alternatives to which the manager must study all possible results and consequences in order to make the most rational and effective decision.
