Abstract

The article discusses the arguments related to ensuring Russia's technological sovereignty as part of the implementation of the "budgetary breakthrough" strategy. The article proposes a typology of budgetary policy strategies, discloses the features of their implementation using examples of budgetary practice in different countries. Based on the results of content analysis of foreign and Russian specialized publications, the essence of the concept of technological sovereignty is revealed. The results of the analysis of approaches to ensuring the technological and economic sovereignty of the EU countries within the framework of the adopted "New Innovation Agenda" are presented. The specifics of the mechanisms and instruments of financing projects of technological and economic sovereignty in Russia and the EU countries are revealed. The paper uncovers conceptual foundations of the draft law of the Russian Federation on technological policy (legal, technological, regulatory), and presents a typology of projects aimed at ensuring the technological sovereignty of the Russian Federation for the period up to 2030. Moreover, criteria for verifying the compliance of projects of technological sovereignty and structural adaptation of the economy to determine the priority of their implementation are described. As a result, an algorithm for choosing a model (scheme) for financing technological sovereignty projects is proposed. The current study considers tasks, targets and financial support tools of the national goal of Russia "Technological Leadership" and, using the tools of system analysis, concludes that it is necessary to increase budget allocations for purposes related to ensuring Russia's technological sovereignty, including a significant increase in the share of R&D expenditures in GDP in the next budget cycles. The expediency of financing technological sovereignty projects through additional debt issuance in the next budget cycle has been substantiated, taking into account the public debt threshold acceptable for Russia. The study was conducted on the materials of the Russian Federation. To substantiate the conclusions and recommendations, individual examples of budgetary practices from different countries of the world are given as a comparison. The following methods were used: the method of economic grouping, the method of comparison, the index method, and the tools of system and content analysis.
