ANALYSIS OF THE IMPACT OF DIGITIZATION OF EDUCATIONAL DOCUMENTS ON VOCATIONAL TRAINING AND EMPLOYMENT

The Digital Document on Education (DDE) is one of the means to support the digital transformation of vocational employment and education. The aim of the study is to identify the impact of DDE on the training system and higher education. The analysis of legal acts revealed two forms of DDE, such as electronic document and digital record in the government information system (GIS), and their specific characteristics were systematized. The properties attributed to documents by the electronic form are automated qualification confirmation, preparation and data processing. The digital record as DDE fosters transformation of the relationships between stakeholders in education and employment. DDE leads to the replacement of direct interactions between higher education institutions (HEIs), graduates and employers with digital interactions mediated through GIS. The analysis of DDE in the context of digitization of public administration and economy has shown the high importance of collecting and processing enhanced data on graduates, training areas and educational organizations, as well as generating new data as information support for the management of vocational training system and educational organization. DDE supports the development of platform-based employment through access to complete and reliable information on vocational training of specialists. The influence of DDE extends to public authorities, management of HEI and platform employment of citizens, but does not affect the educational process. The survey conducted among students revealed their unpreparedness for DDE and the need for a transition period to promote the advantages of DDE. The main benefits include analytical data processing which contributes to efficient management of the vocational training system, and creating a legally significant environment for electronic interaction with education documents to improve the quality of employment and the business climate in Russia as a whole.
