A DBN-Based Time Analysis Method for Emergency Response Considering Mental Workload and Fatigue

Emergency response can assist operators to prevent the escalation of incidents, while it must be successfully completed within the specified time. Therefore, it is essential to analyze the response time of the emergency response. Fatigue, an important factor affecting response time, can extend personnel response time and reduce response efficiency. Meanwhile, the accumulation speed of fatigue increases with the increase of mental workload. This paper proposes a Dynamic Bayesian Network (DBN)-based time analysis method to predict cumulative response times for emergency response tasks, and considers the effects of mental workload and fatigue. The method introduces a fatigue model based on the Multiple Resource Theory (MRT) to analyze the effect of mental workload on the accumulation speed of fatigue, as well as a response time model that takes into account the uncertainty of personnel behavior to analyze the effect of fatigue on response time. This paper demonstrates the application of the method in analyzing the man overboard emergency response.
