Administrative and legal support for electronic services in the context of digital transformation

This article presents an analysis of the legal aspects of the digitalization of administrative services in Ukraine, focusing particularly on the definitional challenges related to terms such as “electronic service,” “public service,” and related concepts within the legislative framework. Systemic deficiencies in these legislative definitions have been identified. The evolution of administrative and legal support for electronic services is classified into three phases: the informational phase (2000 –2015), the electronic phase (2016 – 2020), and the digital phase (2021 – 2025), which demonstrates the gradual development of regulatory and legal frameworks. Furthermore, the article examines the role of modern technologies – including cloud computing, big data, electronic identification (eID), and artificial intelligence (AI) in the digital transformation of electronic services and in achieving the Sustainable Development Goals by 2030.
