Decentralization - The Only Correct and Necessary Way to Strengthen Local Governments
development of local self-governments, progress and integration into European structures cannot be achieved without democratic governance of existing institutions in the country. Democratic governance is incon ceivable without decentralization. In the majority of European countries, provision of local services, transfer of responsibility and its legal regulation are done at local levels. All this increases the role and function of local selfgovernments in the governing part of the country. Despite the international practice, the situation in Georgia is still far from the international practice considered by the European Union in the Treaty of Lisbon, which implements the legal regulations of local self-governments. Reforms that are systematically carried out in Georgia are not based on scientific research, they are often directly copied from foreign practices, which for many reasons (geographical, mental, social, etc. s.) does not give results and the development of local self-governments cannot and cannot be achieved. Based on the above, we can safely say that the current relations between the center and the region, in terms of the separation of functions and powers, are far from the implementation of such legislative changes, which are necessary for the development of local self-governments, which will be based on the specifics of the country and scientific research. That is, the local government decentralized from the central government will be able to develop and fulfill the tasks that ensure the irreversibility of democratic processes in the country. This has a direct proportional impact on the living conditions of the people living in the municipalities, because the government closest to the population is the local government, and its primary responsibility is to take care of their well-being.
