PLANEJAMENTO ESTRATÉGICO DE TECNOLOGIA DA INFORMAÇÃO NO SETOR PÚBLICO: UMA EXPERIÊNCIA DO TRIBUNAL SUPERIOR ELEITORAL (TSE)

This article presents the experience of the Superior Electoral Court (TSE) in developing and implementing the Information and Communication Technology Master Plan (PDTIC) for the 2023-2024 period, with an emphasis on adopting the Objectives and Key Results (OKR) methodology. The study analyzes how this approach enabled the collaborative alignment of the main strategic frameworks for Information and Communication Technology (ICT), Information Security, Cybersecurity, and the Court’s institutional objectives with the definition of ICT objectives and key results (OKRs). This process brought ICT planning closer to the managers and staff of the Information Technology Secretariat, fostering greater engagement and strategic alignment. In addition to the adopted methodology, the article discusses the main results achieved with the implementation of the PDTIC 2023-2024, as well as the contributions and limitations of the OKR methodology in the Court’s context.
