THE PLACE AND ROLE OF THE NATIONAL POLICE IN THE ORGANIZATIONAL AND LEGAL MECHANISM FOR THE PROTECTION OF HUMAN RIGHTS AND FREEDOMS IN UKRAINE
The article defines the place and role of the National Police of Ukraine in the organizational and legal mechanism for the protection of human rights and freedoms. It is noted that the National Police, as the central body of executive power, ensures the protection of citizens' rights, counteracts crime, maintains public order and security, and also interacts with other law enforcement and state institutions. The article emphasizes the importance of police activities in the context of fulfilling international obligations, interacting with foreign law enforcement agencies, as well as combating domestic violence, cybercrime and other human rights violations. It is established that the main problems faced by the police are a low level of public trust, limited resources for combating cybercrime, as well as gaps in legislative regulation. Increasing the efficiency of the National Police is proposed through a number of social, technical and institutional factors, in particular, strengthening communication with the public, introducing digital technologies, improving staff training and strengthening cooperation with other bodies. In particular, to increase the effectiveness of police activities, it is recommended to use the mechanisms of "Community Policing", regular reporting to the public, prevention of discrimination and introduction of specialized units to combat cybercrime. Also important are the improvement of the legislative framework and harmonization of national law with international standards. These measures will contribute to strengthening trust in the police and improving the effectiveness of protecting the rights and freedoms of citizens in Ukraine
