EXECUTION OF LOCAL BUDGETS OF UKRAINE IN WAR CONDITIONS
The article provides a structural analysis of key indicators of local budgets of Ukraine during the period of military operations on the territory of Ukraine, including in terms of the formation of its revenue and expenditure parts. Regarding the current assessment of the state of local budgets, it was investigated that the budgets are being implemented and are characterized by a surplus indicator, that is, there is enough revenue to cover local needs, except for 2019 and 2020, when there was a budget deficit. An analysis of the implementation of local budgets was conducted, which allows assessing the efficiency of using budget resources, the compliance of actual revenues and expenditures with planned indicators, as well as identifying potential risks and reserves for improving financial discipline. It is noted that the full-scale war demonstrated that local self-government is able to adequately respond to any challenges, in particular in the financial sphere. The successfully implemented decentralization reform provided local authorities with autonomous and stable financial resources, which became key in overcoming these challenges. It was determined that, despite the implementation of local budgets, the specified period is characterized by the limitation of the regions' ability to independently solve economic and social problems due to the ineffectiveness of traditional mechanisms for attracting sources of financing and the need to redistribute financial resources to defense capability, security, social support for the population, and infrastructure restoration
