This article does not delve into analyzing the necessity, content, and significance of restructuring the state apparatus towards streamlining, efficiency, effectiveness, and performance as per the current directives of the Communist Party. Instead, it focuses on the amendment and supplementation of the 2013 Constitution to facilitate the restructuring and streamlining of the state apparatus, particularly the reorganization of administrative units at the provincial, district, and commune levels. The study clarifies which aspects require constitutional amendments and supplements and which aspects do not necessarily need modifications to the existing Constitution.
