A study on the Efficiency Direction of Ordering Method through Analysis of Public Projects

Despite the enactment and implementation of the Act on the Promotion of Public Design, public design projects are still subject to the existing National Contract Act and Local Contract Act. Therefore, this study aims to examine the problems of the current ordering method and propose a direction for establishing an efficient ordering method through research. As a method of research, we investigated and analyzed the cases of public design projects based on the Public Procurement Service's Nara Marketplace for the last three years, and quantified the problems by comparing the results of the completed projects. Second, a survey was conducted by setting up an expert group to suggest problems and improvement directions for existing ordering methods. To improve the ordering method, the group suggested requiring qualifications for public design firms, clarifying the share ratio, and collaborating with specialized construction companies. In the end, the group came to the conclusion that it is important to improve the quality of public design projects through efficient and specialized ordering methods and to strengthen the transparency of administrative procedures.
