Particular attention is paid to the problems of staffing, material and technical base, digitalization and corruption risks. Specific recommendations are proposed for improving the work of the civil service both during the war and in the post-war recovery period, such as: the introduction of digital technologies, improving personnel policy and increasing the transparency of management processes. The researchers emphasize that to strengthen the system, it is necessary to focus on restoring the material base, supporting employees, introducing psychological support programs, simplifying the procedure for attracting new specialists, and reforms that will allow adapting to new challenges, which will ensure the stability and efficiency of the civil service in the post-war period. Particular attention, the authors emphasize, should be paid to the strategy of post-war recovery: reintegration of territories, training of employees, modernization of management processes and development of trust in the civil service.
