Certain aspects of notarization of contracts concluded when internally displaced persons exercise their right to entrepreneurial activity in the context of digitalization

It is indicated that digitalization has covered various spheres of public life, including entrepreneurial activity and notarial certification of transactions. The article presents the transformational impacts on notarial activities, the importance of implementing further reforms in the context of Europeanization to guarantee the post-war recovery of Ukraine, the creation of favorable investment conditions for the development of entrepreneurial activity, including for IDPs. Statistical data reflecting the migration crisis on a European scale and at the same time the problems of forced internal displacement of entire families, mainly women with children, and the elderly, are revealed. Based on the collected empirical data and the conducted research, it was found that among the key needs of IDPs in the Transcarpathian region are issues of access to housing, other means of livelihood, medicines, medical care, social services and assistance, legal and psychological assistance, etc. It was found that only 11.9% of the surveyed IDPs are satisfied with their employment, and the vast majority of them are employees (receive pensions or social benefits) and only 2.8% have income from entrepreneurial activity. It is proven that the improvement of this indicator should be aimed at both the state and the reformed regional policy on the integration of IDPs. It is proposed to implement the successful experience of «business incubators» for IDPs with the parallel introduction of tax benefits, investment bonuses in the form of preferential or free transfer for use for entrepreneurship, land or other premises owned by territorial communities. The positive significance for the future restoration of Ukraine’s «Single State Electronic System of E-Notary» is established, which should contribute to the maximum simplification of the possibility of electronic notarial certification of contracts, including in the field of entrepreneurial activity. The feasibility of developing programs for the development of entrepreneurship at the state level and the level of individual communities, comprehensive support for opening one’s own business and exercising the right to entrepreneurial activity by IDPs is proven.
