Feasibility of Electronic Toll Collection: Non-Cash, Non-Stop, Contactless Toll Transaction System Based on Single Lane Free Flow at Pt Jasamarga Tollroad Operator

Objective: Electronic Toll Collection (ETC) enables the toll transaction system to be carried out in a non-cash, non-stop and contactless manner using Single Lane Free Flow (SLFF). This study aims to analyse the feasibility of SLFF-based ETC based on the Business Model Canvas (BMC) and the carrying capacity of the entrepreneurial ecosystem in the toll road industry. Theoretical Framework: This research was compiled by synthesising the literature on the business model canvas, Innovation and Sustaining Innovation and the entrepreneurial ecosystem to analyse the feasibility of the Electronic Toll Collection Non-Cash Non-Stop Contactless Toll Transaction System based on SLFF based on the Business Model Canvas and the carrying capacity of the entrepreneurial ecosystem. Method: This study uses a qualitative method with primary data collection through in-depth interviews through case studies at PT Jasa Marga Toll Operator. Results and Discussion: This study found that ETC, a non-cash, non-stop, and contactless toll transaction system based on SLFF using Radio Frequency Identification (RFID), is feasible on toll roads in Indonesia. This feasibility can be seen from the fulfilment of the nine BMC elements. In addition to BMC, the results of the feasibility analysis based on the carrying capacity of the entrepreneurial ecosystem also show the feasibility of implementing SLFF on toll roads in Indonesia in the six main domains of the ecosystem, namely policy, finance, culture, support, human resources, and markets. Research Implications: Implementing SLFF can reduce congestion, increase efficiency and comfort for toll road users and impact the environment. A clear policy direction, collaboration of all major partners, and education for the community must support implementation. Originality/Value: Its originality lies in combining the BMC and Entrepreneurial Ecosystem theoretical frameworks to analyse the feasibility of implementing SLFF-based ETC in Indonesia.
