Mapping and Analysis of Protocols and Actions Adopted by Brazilian Capitals for the Handling of Household Waste in Waste Cooperatives During COVID-19

Objectives: In December 2019, the emergence of the novel coronavirus in China imposed global challenges, especially affecting recyclable waste collectors, due to the direct handling of materials without adequate protection. Thus, this study analyzes the protocols adopted for solid waste control in Brazilian capitals during the COVID-19 pandemic, with an emphasis on the protection of recyclable material collectors. Theoretical framework: The research was based on the guidelines of the National Council of the Public Prosecutor's Office (CNPM) and Law No. 13,982/2020, which establishes social protection measures during a pandemic. Method: Data collection occurred in two stages: consultation of the transparency portals of city halls and municipal chambers and analysis of the information available in solid waste management institutions. Results and Discussion: Of the city halls contacted, 59.25% responded, with emphasis on the capitals of the Northeast and Southeast. Among the municipal chambers, only 50% provided responses. The South region stood out in formulating recommendations, while Campo Grande, in the Central-West, was the only one to formalize a specific protocol for waste pickers. The results indicate that, despite the CNPM recommendations, the lack of adherence to standards and the absence of inspections highlight the vulnerability of waste pickers and the fragility of public policies. Research implications: The research highlights the need for greater government cooperation to implement appropriate measures, ensuring the occupational safety of solid waste pickers in contexts of health crisis. Originality/value: This study contributes to the understanding of the challenges faced by waste pickers during the pandemic, highlighting gaps in public policies and reinforcing the importance of specific guidelines for their protection.
