Research and Application of Railway Data Management Maturity Assessment Model
Scientifically assessing data management maturity and maximizing the value of data elements have become critical priorities in the modern railway industry. This paper examines the technical characteristics and maturity assessment requirements in the field of intelligent railways. A comprehensive assessment indicator system for railway data management maturity is developed, encompassing 36 capability items across 8 domains. Building on this foundation, a novel maturity assessment model is proposed, integrating the Triangular Fuzzy Number-TOPSIS method. This model utilizes the Best-Worst Method (BWM) for assigning and optimizing indicator weights, constructs a weight matrix based on triangular fuzzy numbers, and applies the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) to determine the final maturity level by selecting the optimal score. To validate the model, a typical railway company was selected for evaluation, confirming the model's feasibility.
