Optimizing Overseas Warehouse Site Selection Based on Cloud-Evidence Theory-Topsis Model
This paper presents a novel approach for evaluating the selection of overseas warehouse sites by integrating an enhanced evidence theory framework with cloud modeling. Initially, a comprehensive evaluation index system is formulated, encompassing both qualitative and quantitative dimensions. Recognizing the limitations of traditional evidence theory, which solely provides rankings for evaluation objects, this paper combines the cloud model with the TOPSIS to allocate basic belief for the evidence theory. To overcome inherent evidence conflicts, dynamic and static weights are integrated, refining the CRITIC method with insights from the game theory. This enables the conflict correction through a combined static and dynamic assignment strategy.
