Systematization of functional features of intellectual and innovative determinants of the development of regional economic systems

The article systematizes the functional features of intellectual and innovative determinants of the development of regional economic systems. Specific features that affect the state and dynamics of the development of regional economic systems are identified. The range of tasks for the development of intellectual and innovative determinants is clarified, in particular: the formation of effective mechanisms of interaction between subjects of intellectual and innovative activity, institutional support for the development of intellectual potential and innovative activity, which involves the creation of a single regulatory, economic and information environment, accumulation and effective distribution of financial resources for the benefit of the development of human capital of regions, optimization and development of intellectual potential through stimulation of the development of the educational sphere, promotion of continuous reproduction of knowledge and innovations by improving the education system. The functions that act as a catalyst for regional development are systematized, which include: adaptive, stimulating, integration and competitive. Priority vectors of intellectual and innovative determinants of the development of regional economic systems have been identified, which include: institutional, infrastructure, human capital formation and economic vectors of development. It has been established that in order to activate the intellectual potential of regions and effectively implement innovations, it is necessary to direct efforts to: transformation of structural elements of the regional economy and optimization of capital distribution; efficient use of resources within the framework of intellectual and innovative flows of technologies; stimulation of scientific and production business structures as centers of intellectual and innovative activity; socialization of digital processes to ensure inclusive development; expansion of access to the intellectual and innovative environment; formation of a cognitive model of economic development; increasing the market value and competitiveness of products through strategic management of intellectual capital.
