Development of knowledge-intensive services in the context of the digital economy: global and domestic trends

The classification of services in connection with the level of their innovation and knowledge-intensiveness is considered. It was found that the development of knowledge-intensive intellectual services in the global economy is the most stable among other types of services. When comparing value added in the economy as a whole, in the services sector and in the knowledge-intensive services sector, it was found that the value added per employee in the services sector is greater than the value added produced by one employee in the economy as a whole. However, the value added per employee in the knowledge-intensive services sector is controversial. At the same time, the added value per employee in the ICT sector of the national economy is 6-7 times higher than the average added value per employee in the economy as a whole. But almost 100% of the produced ICT services are exported. Today, the level of development of human capital in the national economy allows it to be an exporter of knowledge-intensive services, but at the same time, average enterprises do not have the absorption capacity to perceive such services. To address this issue, the Ukrainian authorities have formed the Strategy for the Digital Development of Innovative Activity in Ukraine, which sets 9 areas and 18 strategic goals on which it is necessary to focus attention to improve the situation in the field of innovative development. We believe that this number of goals is too large in conditions of limited resources and does not allow concentrating efforts and costs on truly important priority tasks. At the same time, the main obstacle to economic development in Ukraine is the low development of institutions, i.e. the lack of security and protection at the proper level, which is confirmed by international ratings. It can be argued that any economic or innovation and investment transformations in Ukraine require, first of all, attention to the basic principles of the economy, i.e. the improvement of institutions.
