Analysis of Deliberation in the Development of the 2022 Revised National Curriculum of Subjects: Focusing on Reflective Research on Participation in Curriculum Development

Objectives The purpose of this study was to examine how deliberation was actually carried out in the development of the 2022 revised curriculum, which claims to have paid more attention to decision-making and deliberation than ever before. Accordingly, this study attempted to analyze how developers who directly participated in curriculum development experienced and perceived the deliberation process and, through this, discussed what tasks were needed to achieve more rational deliberation in the future national curriculum development process. Methods To this end, we analyzed retrospective and autobiographical academic research papers published by researchers and developers who participated in the development of the 2022 revised curriculum, which dealt with the deliberation process during the development process. We used a content analysis method as the analysis method. We read the documents from beginning to end, extracted all the content related to the deliberation of the curriculum development, and organized the extracted content according to the set questions while repeatedly reading them. Results As results, first, the composition of the deliberation group for each subject was divided into school grades and major fields, and each developed separated parts, which cannot be considered as deliberation of sufficient group. Second, various conflicts occurred during the deliberation process and many of them could not be reasonably resolved. Third, although there were limitations in the deliberation space, various efforts were made to overcome this. Fourth, sufficient time for deliberation was not provided. Conclusions Based on these results, tasks for rational deliberation in the future national curriculum development were discussed. This study is significant in that it uncovered and analyzed reflective studies that contained specific events that occurred during the curriculum development process and the researchers' practical experiences regarding these events.
