ASSESSMENT OF STEEP FACTORS INFLUENCING THE PROVISION OF MEDICAL AND PHARMACEUTICAL CARE TO PATIENTS WITH DIABETES AT THE REGIONAL LEVEL AND COMPREHENSIVE SWOT-ANALYSIS

The article presents the results of a comprehensive analysis of macro-environmental factors influencing the provision of pharmaceutical care to patients with type 2 diabetes in the Belgorod region. The study is based on the STEEP analysis methodology, which examines social, technological, economic, environmental, and political aspects. The conducted SWOT analysis revealed strengths and weaknesses. The social structure of the region is characterized by a declining population, an increasing proportion of women, and a rise in endocrine diseases among young people. From 2015 to 2024, the population decreased by 3.05% due to natural decline, migration, and the operational situation in the region. Technological advancements in healthcare have significantly improved: over the past three years, 70% of medical equipment has been updated, enhancing the quality of medical and pharmaceutical care. Economic growth, marked by a 44.16% increase in capital investments from 2014 to 2023, has led to increased healthcare funding. However, a shortage of medical personnel persists, with 195 doctor positions and 381 mid-level medical staff positions remaining vacant. Environmental issues, such as air and water pollution, remain critical: in 2023, over 205,000 tons of emissions were recorded, and the quality and accessibility of drinking water in rural areas remain low. Political initiatives focus on providing digital services and diabetes education, including a 2022 pilot project on electronic prescriptions. The SWOT analysis identified strengths, including high healthcare digitalization, economic growth, effective public administration, and a well-established drug supply system. Despite progress, staff shortages and communication gaps between doctors, pharmacists, and patients hinder the effective delivery of medical and pharmaceutical care.
