A Study on the Improvement of the Participatory Budgeting System in Jeju Special Self-Governing Province

The purpose of this study is to analyze the Participatory Budgeting of Jeju Special Self-Governing Province and suggest alternatives to discover local policies based on actual resident demand. To this end, this study analyzed keywords for selected projects over the past three years. According to the analysis results, “infrastructure creation or improvement projects” led by “village” were frequently discovered, and the results showed that the frequency of discovery of projects such as ordinary residents, women, and the socially disadvantaged was low. Since this phenomenon will ultimately be an obstacle to achieving the original purpose of the participatory budget system, it was concluded that 'discovering the demand of minority individuals in the region' and 'improving practical service conditions' were necessary for the effective operation of the system.

Abstract

According to the analysis results, “infrastructure creation or improvement projects” led by “village” were frequently discovered, and the results showed that the frequency of discovery of projects such as ordinary residents, women, and the socially disadvantaged was low.
