Data Quality Metrics for State Civil Apparatus: A Disparity Perspective
Data quality is a fundamental component of the framework for data management and data governance. Data quality is the result of efficient data governance and management in a organization, which helps to improve decision-making, compliance, and customer satisfaction. Since data is dynamic and continuously changing, data quality issues are persistent and require ongoing management rather than one-time resolution. The process of updating data and addressing data quality issues has been continuously done since 2020, as data quality measurement standards evolve with each passing period. Therefore, it is necessary to have appropriate data quality measurement standards that align with the requirement and context of state civil apparatus data. The purpose of this research is to determine the measuring dimension and indicator of data quality in the context of state civil apparatus data disparity. Annotated bibliography is used to identify some dimension and indicator of data quality measurement. While, the data quality metrics develop using synthesis method. Then, reliability and validity test used to validate the metrics. The result shows four dimension of data quality there are completeness, timeliness, accuracy and consistency and each have 7 indicators for completeness, 6 indicators for timeliness, 10 indicators for accuracy and 4 indicators for consistency.
