From Cold Relations to Active Involvement: Romanian Diplomatic Representation in Belarus (1992–2021)

Abstract This study examines the evolution of Romanian diplomatic relations with Belarus, focusing on the period from 1992 to 2021. It highlights a significant shift in the role and activities of the Romanian Embassy in Belarus that began with the 2020 protests. The embassy’s response to the Belarusian political crisis following the presidential election in August 2020 marked a shift to a more intense approach. Romanian Foreign Minister Bogdan Aurescu’s expression of concern and call for political dialogue and non-violence, along with the embassy’s active support for democracy, fundamental rights and civil society, signaled a new level of engagement. The allocation of 100,000 euros to support Belarusian civil society and independent media, and the unprecedented solidarity shown by Ambassador Viorel Mosanu in safeguarding opposition figures, such as the last opposition leader in country, Belarusian writer Svetlana Alexievich, underscore a transformation in Romania’s diplomatic approach towards Belarus. Romania’s attitude towards its relations with Eastern European states demonstrates that lessons had been learned by former communist bloc states, who have become providers of democratic values.
